In YuGiOh can the card Possessed Dark Soul be used on the new XYZ cards?

No, ranks are not considered Level. XYZ cards don't have any level, not even zero or negative. All cards that affects monsters with specific levels won't affect XYZ monsters. That's one of their characteristics, which can be very advantageous.
