I'M THE CUSTODIAL PARENT....?

The non custodial parent of my child has not seen or made any attempts to see my child for 4 years of their life. They have also not paid or made any attempts to pay child support for 2 1/2 years(in 2009) and the payment was not recieved by me because I moved to another state. Now in 2011 I recieve a child support check in the mail. The father is not a good role model as he has been in jail several times for drug posession and the likes. What are his chances if any for getting visitation now that he is paying child support? FYI- we were not married
