If global warming is as bad as is said and sea level could rise up to 20Feet (not into metric)...?

What will that do to house prices in coastal resorts or areas like London that could find themselves under water? Should everybody move to the Cotswolds, Wales or the Highlands of Scotland, and do you think civil war would then break out?
