Those paying with Food Stamps @ the grocery have the same chance of winning the $7M in prizes ...?

It used to be in the "old days" food stamps could not be used to buy alcohol, tobacco and gaming tickets. I don't know for sure what the current regulations are, but I doubt it is legal to purchase lottery tickets with food stamps or the new "food stamp credit card". Lots of people trade food for cash and buy those things anyway. I suppose it is like my father used to say "in the depression those that were addicted to tobacco or alcohol would trade food they needed to stay alive for the vices they were hooked on".
