Is Floydy capable of hiring a hoodlum to gun down Pacman?

I think he cannot afford,He has no money to pay and totally broke because of his problem with the IRS.Actually Pac is not using Peds and it shows to all his test,it is the Chicken who actually uses drugs that!s why he dont want to fight outside of Nevada.
