I submitted an application to a Tim Hortons which is "currently not looking for anyone"......?

I submitted a very convincing application to Tim Hortons at the airport. I asked to see the manager but she was busy....someone else came out. She said that the manager said that they were not hiring at the time but a position could come up sometimes "within a week". Was she secretly saying that she wants to see the application in detail when she had more time or do you think that they're simply not hiring like she said. I'm just curious...it was weird how she stated what she did.
