94 honda fourtrax carb?

I just bought a honda fourtrax and when I got it the idle was kinda funkey so I took apart the carb and rebuild it. It wasnt really gunked up or anything when I took it apart but I sprayed the hell outta it with carb cleaner and blew out every hole anyways. I got it back together and its still doing the same exact thing. It kinda chugs, like the idle is going up than down and sometimes it stays high when its in neutral and than calms back down. I tryed adjusting the pilot screw and the stop throttle screw but they didnt seem to make any difference. Also changed the spark plug. Anyone have any ideas why it would be doing this? Thanks.
